
In 2019, in an experimental mode, we introduce private traction on the railway. This was stated by Infrastructure Minister Volodymyr Omelyan, on March 12, 2019, during an extended meeting of the chairman of the Kyiv Regional State Administration Oleksandr Tereshchuk with farmers of the Kyiv region. The event was also attended by: Deputy Minister of Agrarian Policy and Food Viktor Sheremeta, representatives of agricultural companies and enterprises of the Kiev region.
The Minister of Infrastructure noted that the agro-industrial complex is one of the most important
branches of the national economy, the engine of economic development of the country: “Almost 40% of the currency that enters Ukraine is the currency from the agro-industrial complex. More than 700 Ukrainian companies operate in the European market. Indicators of the first months of 2019 indicate an increase in exports of agricultural products ”.
However, according to V. Omelyan, the agrarian sector suffers from gaps in logistics. The Ministry of Infrastructure is actively working to remedy the situation and solve old problems with the transportation of agricultural products.
“First, we gradually provide the railroad with a burden. A contract has been signed with General Electric for the supply of locomotives to Ukraine. Ukrzaliznytsia has already received 22 diesel locomotives, the remaining 8 are being completed and will be handed over to UZ in mid-March. Secondly, this year, in an experimental mode, we are introducing private traction on the railway. Thirdly, freight cars of JSC “Ukrzaliznytsia” will be leased at ProZorro electronic auctions. Sales, ”said V. Omelyan.
The Minister noted that it is thanks to the online service that UZ plans to switch to an electronic sales system and quotes the cost of transportation in freight wagons. This will allow to form an objective picture of the demand of the car from the market and determine the balanced cost of the car for the client. “The introduction of this transparent mechanism should remove any questions about the real cost of transportation and establish a competitive price for cars. Price may vary depending on supply and demand. In addition, electronic auctions are anti-corruption protection, ”the infrastructure minister stressed.
V.Omelyan also said that in recent years it has been possible to significantly increase the transportation of goods by river transport: “Another important issue that faces us, and the Kiev region has an advantage in it – this is river logistics. Thanks to our joint efforts, we have increased the volume of cargo that passes annually along the river more than three times. If in 2013 it was 3 million tons, then in 2018 it is already 10 million tons. And this is only the beginning. It is cheaper, more convenient, and, in the end, it is more logical, ”the Minister noted.
V.Omelyan noted that in the conditions of a shortage of wagons, the business is forced to switch to the road and is carrying cargo by motor transport, but this should not happen with violation of the overall weight standards.
“Since 2018, the Road Fund has been operating, decentralization of Ukravtodor has taken place. We are restoring roads that have not been repaired for decades. We predict that, in accordance with the program for the development of roads in Ukraine for 2018–2022, we will allocate nearly 300 billion UAH to the roads. In 2019, more than 2 billion UAH will be allocated to the roads of the Kiev region, ”said the Minister of Infrastructure.
